To provide significant relief to farmers, the Government of Maharashtra has announced the “Mahatma Jotirao Phule Shetkari Karjmukti Yojana 2019”. Along with waiving outstanding loans up to ₹2 lakh, an “Incentive Benefit Scheme” (Protsahanpar Labh Yojana) is also being implemented for farmers who regularly repay their loans.

🎯 Main Criteria: Loan Waiver up to ₹2 Lakh

  • Arrears Condition: Short-term crop loans taken between April 1, 2015, and March 31, 2019, and outstanding as of September 30, 2019 (including principal and interest) up to ₹2 lakh will be waived.
  • Arrears exceeding ₹2 Lakh: Short-term or restructured crop loan accounts where the total outstanding (principal + interest) as of September 30, 2019, exceeds ₹2 lakh will not be eligible for this loan waiver benefit.
  • Land Holding & Banks: There is no condition regarding small/marginal land holding. Loans provided by Nationalized, Commercial, District Central Co-operative, Rural Banks, and various Primary Agricultural Credit Societies (PACS) are eligible.

💰 ₹50,000 Incentive Benefit Scheme (For Regular Repayers)

Under this scheme, farmers who regularly repay their loans are provided a maximum benefit of ₹50,000 under the name “Mahatma Jotirao Phule Shetkari Karjmukti Yojana - 2019 Incentive Benefit Scheme”. Detailed criteria are as follows:

  • Eligibility Period: Farmers who have taken crop loans in any two out of the three financial years 2017-18, 2018-19, and 2019-20 and have repaid them regularly will receive the benefit.
  • Mandatory Repayment Dates:
    1. Short-term crop loan taken in 2017-18 must be fully repaid by June 30, 2018.
    2. Short-term crop loan taken in 2018-19 must be fully repaid by June 30, 2019.
    3. Short-term crop loan taken in 2019-20 must be fully repaid by August 31, 2020. (Or principal + interest must be paid before the expiry of the loan term as per bank policy)
  • Benefit Amount Calculation:
    • Eligible farmers will receive a benefit up to a maximum of ₹50,000 on the principal amount of the short-term crop loan taken in the year 2018-19 or 2019-20.
    • If the loan amount taken and repaid in these years is less than ₹50,000, the benefit will be equal to the actual principal amount borrowed.
  • Consolidated Consideration: Based on the ‘Individual Farmer’ criterion, the total repayment of loans taken from one or multiple banks will be considered to determine the benefit within the maximum limit of ₹50,000.

🚫 Ineligibility (Who will not get the benefit?)

  • Current/former Ministers of the State, Members of Parliament (MPs), and Members of Legislative Assembly (MLAs).
  • Officers/employees of the Government and Public Sector Undertakings (with monthly salary more than ₹25,000 - excluding Class IV employees).
  • Office bearers (Board of Directors) and officers with salary more than ₹25,000 of Agriculture Produce Market Committees (APMC), Sugar Factories, Milk Unions, Urban and District Central Co-operative Banks.
  • Persons receiving a monthly pension of more than ₹25,000 (excluding ex-servicemen) and individuals paying income tax on non-agricultural income.

📋 Transparent & Online Implementation Procedure

  1. Online Method: The implementation of this scheme is conducted entirely online, similar to previous loan waiver schemes.
  2. Role of MahaIT: ‘MahaIT’ serves as the technical service provider for the scheme’s portal.
  3. Aadhaar Verification: Farmers should take their ‘Unique Identification Number’ from the list published by banks and visit an ‘Aaple Sarkar Seva Kendra’ (CSC) for Aadhaar and loan amount verification.
  4. Administrative Expenses: The government has approved a maximum of 0.25% of the total fund as Project Implementation Cost for processing loan accounts via the portal, advertising, and the incentive benefit distribution process.

5. Do farmers need to apply separately for this loan waiver? No, there is no need to apply separately. Lists will be published based on the information available with the banks. Farmers only need to link their Aadhaar with the bank and verify Aadhaar and the Unique ID at a CSC center.

6. Can salaried individuals avail the benefit of this scheme? No. Officers and employees of Central and State Governments and semi-government organizations (with monthly salary more than ₹25,000 - excluding Class IV) are ineligible. Additionally, individuals paying Income Tax cannot avail of this benefit.
