Scheme Overview
To provide permanent relief to farmers burdened by recurring debt due to natural calamities, the Government of Maharashtra has officially issued the resolution for the Punyashlok Ahilyadevi Holkar Shetkari Karjmukti Yojana, 2026. The scheme grants a loan waiver of up to ₹2.00 Lakh to eligible defaulting farmers and an incentive of up to ₹50,000 for farmers who repay their loans regularly.
1. Loan Waiver Details
- Eligibility Period: Short-term crop loans taken between 01 April 2019 and 31 March 2025.
- Overdue Criteria: The loan must be overdue as of 30 September 2025 and remain unpaid up to 31 March 2026.
- Maximum Waiver: Eligible farmers will receive a loan waiver of up to ₹2.00 Lakh per farmer (irrespective of landholding size).
- Restructured Loans: Short-term crop loans that were restructured or rescheduled into medium-term loans are also eligible, subject to the same dates and ₹2.00 Lakh limit.
- Beneficiaries of the 2019 Scheme: Farmers who previously benefited from the Mahatma Jotirao Phule Shetkari Karjmukti Yojana 2019 will receive a maximum waiver of ₹50,000 for loans meeting the above criteria.
2. One-Time Settlement (OTS)
- For Loans Above ₹2 Lakh: If the total outstanding amount exceeds ₹2.00 Lakh, the farmer must first independently repay the excess amount to the bank. After this repayment, the scheme will provide the ₹2.00 Lakh benefit.
- For 2019 Beneficiaries: If the outstanding amount exceeds ₹50,000, the farmer must pay the excess amount first to receive the ₹50,000 benefit.
- Deadline: Farmers have until 31 March 2027 to deposit their share (the excess amount).
- NPA Accounts: For Non-Performing Asset (NPA) accounts in nationalized, private, and rural banks, a state-level committee will negotiate and determine a discount on the ledger balance.
3. Incentive for Prompt Repayment
- Eligibility: Farmers who have fully repaid their short-term crop loans on time in any two of the three financial years (2022-23, 2023-24, 2024-25).
- Benefit Amount: Up to ₹50,000 per farmer.
- Minimum Benefit: If the repaid loan amount in 2023-24 or 2024-25 was less than ₹50,000, the farmer will receive the actual amount repaid, or a minimum incentive of ₹5,000.
- Conditions: * Farmers must also repay any loans taken in 2025-26 and 2026-27 on time.
- A farmer cannot simultaneously receive both the loan waiver and the prompt repayment incentive.
4. Mandatory Requirements & Eligible Institutions
- Institutions Covered: Loans from Nationalized Banks, Private Banks, Regional Rural Banks, District Central Cooperative Banks, and Primary Agricultural Credit Societies (PACS).
- Mandatory Registrations: Aadhaar authentication and registration on the AgriStack platform are compulsory.
- Individual Basis: The scheme is applicable on a per-individual-farmer basis.
5. Ineligible Persons
The following categories are explicitly excluded from the scheme:
- Current or former Ministers, MPs, MLAs, MLCs, and elected members of local bodies (Zilla Parishad, Municipalities, etc.).
- Central and State Government officers/employees with a combined monthly salary exceeding ₹25,000.
- Employees/officers of State PSUs (e.g., Mahavitaran, MIDC, ST Corporation) and aided institutions earning over ₹25,000/month.
- Individuals paying income tax from non-agricultural income sources.
- Pensioners receiving a monthly pension of more than ₹25,000 (excluding ex-servicemen).
- Office bearers (Chairmen, Vice-Chairmen, Directors) and employees of APMCs, cooperative sugar factories, spinning mills, cooperative banks, and milk unions earning over ₹25,000/month (Note: Seasonal workers of cooperative sugar factories are eligible).
6. Implementation and “Sahakar Stack”
- Online Process: The scheme will be implemented 100% online.
- Cabinet Sub-Committee: A sub-committee headed by the Hon. Chief Minister has been constituted to review and monitor the scheme.
- Sahakar Stack: A new “Co-operative Data Repository for Agricultural Loans” (Sahakar Stack) will be established by the Commissioner of Cooperation to streamline agricultural credit disbursal in the state.
